Keel joint rust

When we hauled out our Bavaria 36 for the first time as new owners last May there were rust blooms along its keel joint (Bavaria has a cast iron keel).  After cleaning the joint it appeared that the rust was along the bottom of the sealant used as fillet material rather than in the joint itself.  We ground the joint down, primed with several coats of Interlux Primacon, sealed it with Sikaflex and top coated with anti-foul.  This treatment had been recommended by the Interlux technical rep as a temporary fix but the better fix would include several coats of Interprotect 2000 before the anti-foul. Seven months later we once again can see rust along the joint.  Does anyone have any experience with rusting in this area and the proper treatment.

Some online postings suggest that this is a common problem and is mostly a cosmetic issue which can be monitored and treated each year.  My concern with this approach is that a year may be pleanty of time for rust to penetrate into the joint causing a bigger problem and more expensive future repairs.
